I’m currently in Korea and just received my Kindle. If I leave whispernet on, and purchase books on Amazon, and click delieviver to my Kindle, will I be charged the international fee?

Yes, you can download without any fee. See the section "Shopping and Downloading Archived Content without Whispernet Service" on the official page here for the full steps:

Hope it helps
I assume you’re an American? Yes, if you click to send to your kindle it will download wirelessly and you’ll be charged a $2 fee. If you turn your wireless off, you will not receive this fee (but if you turn it back on, it will download and you will). When you purchase books on Amazon.com you can see where it says Deliver to: click on the box below it and click to transfer by computer and you can download via USB and avoid the charge.
If you are registered as Korean then there is no charge for delivery, but the books are slightly more expensive in general.
